Brazil is among the approximately 100 countries that recognize a constitutional right to health that includes access to medicines. All over Brazil, patients are turning to courts to access prescribed medicines. Although lawsuits secure access for thousands of people, at least temporarily, this judicialization of the right to health generates intensely complex sociomedical realities and significant administrative and fiscal challenges that, officials argue, have the potential to widen inequalities in health-care delivery. In this article, we explore how right-to-health litigation became (...) an alternative pathway for Brazilians to access health care, now understood as access to medicines that are either on government lists for pharmaceutical distribution or are only available through the market. Is the judicial system an effective venue to implement socioeconomic rights? The aim of this study was to analyze the association between physical activity and eating habits during the COVID-19 pandemic among Brazilian adults. A sample of 1,929 participants answered an online survey, however 1,874 were included in the analysis. The impact of the COVID-19 pandemic on eating habits was assessed inquiring about participants' intake of fruits, vegetables, fried foods, and sweets during the pandemic. Physical activity was assessed by asking participants about their weekly frequency, intensity and number of minutes/hours engaging (...) in structured physical activities per week. Participants were then stratified into categories based on moderate-to-vigorous intensity and into active or inactive. Increased sweets consumption was the most commonly reported change to eating habits, followed by an increase in the consumption of vegetables, fruits, and fried foods. Physical activity practice was related to lower consumption of fried foods and sweets. A cluster analysis revealed subjects with higher the level of physical activity was more likely to follow a healthy diet. Thus, physical activity was positively associated with healthier eating habits. Health authorities must recommend regular physical as a strategy to improve overall health during the COVID-19 pandemic. Future studies should address the physical activity interventions to improve health status during a pandemic. (shrink)

Despite recent progress in the identification of genes that regulate longevity, aging remains a mysterious process. One influential hypothesis is the idea that the potential for cell division and replacement are important factors in aging. In this work, we review and discuss this perspective in the context of interventions in mammals that appear to accelerate or retard aging. Rather than focus on molecular mechanisms, we interpret results from an integrative biology perspective of how gene products affect cellular functions, which in (...) turn impact on tissues and organisms. We review evidence suggesting that mutations that give rise to features resembling premature aging tend to be associated with cellular phenotypes such as increased apoptosis or premature replicative senescence. In contrast, many interventions in mice that extend lifespan and might delay aging, including caloric restriction, tend to either hinder apoptosis or result in smaller animals and thus may be the product of fewer cell divisions. Therefore, it appears plausible that changes in the number of times that cells, and particularly stem cells, divide during an organism's lifespan influence longevity and aging. Automatized scalable healthcare support solutions allow real-time 24/7 health monitoring of patients, prioritizing medical treatment according to health conditions, reducing medical appointments in clinics and hospitals, and enabling easy exchange of information among healthcare professionals. With recent health safety guidelines due to the COVID-19 pandemic, protecting the elderly has become imperative. However, state-of-the-art health wearable device platforms present limitations in hardware, parameter estimation algorithms, and software architecture. This paper proposes a complete framework for health systems composed of multi-sensor wearable health (...) devices, high-resolution parameter estimation, and real-time monitoring applications. The framework is appropriate for real-time monitoring of elderly patients' health without physical contact with healthcare professionals, maintaining safety standards. The hardware includes sensors for monitoring steps, pulse oximetry, heart rate, and temperature using low-power wireless communication. In terms of parameter estimation, the embedded circuit uses high-resolution signal processing algorithms that result in an improved measure of the HR. The proposed high-resolution signal processing-based approach outperforms state-of-the-art HR estimation measurements using the photoplethysmography sensor. (shrink)

BackgroundThe outbreak of novel coronavirus disease 2019 has caused a global panic and public concern due to its mortality ratio and lack of treatments/vaccines. Reduced levels of physical activity have been reported during the outbreak, affecting the normal daily pattern.ObjectiveTo investigate the relationship of physical activity level with sleep quality and the effects of reduction physical activity levels on sleep quality.MethodsA Google form was used to address personal information, COVID-19 personal care, physical activity, and mental health of 1,907 adult volunteers. Binary logistic regression was used to verify the association of physical activity parameters and sleep quality.ResultsInsufficient physical activity levels were a risk factor to have disturbed sleep pattern [OR: 1.28, 95% CI ]; however, when the BMI was added to the analysis, there was no more statistical difference [OR: 1.23, 95% CI ]. On the other hand, we found that the reduction of physical activity levels was associated with negative changes in sleep quality [OR: 1.73, 95% CI ], regardless all the confounders [OR: 1.30, 95% CI ], unless when feeling of depression was added in Model 6 [OR: 1.28, 95% CI ].ConclusionDisruption in daily physical activity routine, rather than physical activity level, negatively influences sleep quality during the COVID-19 quarantine. In a review of Frege's Puzzle1, Graeme Forbes makes the claim that Salmon's account of belief might be seen, under certain conditions, as a mere notational variant of a neo-Fregean theory; and thus that such an account might be reduced to a neo-Fregean one simply by rewriting it in terms of Fregean terminology. With a view to supporting his claim, Forbes offers an outline of an account of belief which, according to him, would satisfy the following conditions: (i) it could (...) be directly obtained from Salmon's own analysis by means of a certain set of substitutions, which presumably would not affect the essential features of Salmon's view; (ii) it could naturally be described as Fregean, in the sense that it would preserve, (at least) the spirit of Frege's doctrines, especially his fundamental intuitions about belief. Of course, the upshot of Forbes's argument is that Salmon's theory would not, at bottom, constitute a genuine alternative to a Fregean semantics for belief ascriptions. In this paper I argue to the effect that Forbes's claim is not in general sound. It seems to me that the sort of indirect argument used by Forbes - that of trying to undermine Salmon's theory by showing that it is just a version of a neo-Fregean account - does not provide someone working within a Fregean framework with an adequate strategy to counter Salmon's neo-Russellian views. It would perhaps be better to concentrate a Fregean attack on certain apparently dubious and highly controversial theses and results which are constitutive of Salmon's view, e.g. the counterintuitive character of a substantial set of consequences which follow from his theory of belief, as well as the associated revisionist stand he is forced to take towards our current patterns of speaking about belief. About one third of patients with epilepsy have seizures refractory to the medical treatment. Electrical stimulation mapping is the gold standard for the identification of “eloquent” areas prior to resection of epileptogenic tissue. However, it is time-consuming and may cause undesired side effects. Broadband gamma activity recorded with extraoperative electrocorticography during cognitive tasks may be an alternative to ESM but until now has not proven of definitive clinical value. Considering their role in cognition, the alpha and beta bands could further (...) improve the identification of eloquent cortex. We compared gamma, alpha and beta activity, and their combinations for the identification of eloquent cortical areas defined by ESM. Ten patients with intractable focal epilepsy participated in a delayed-match-to-sample task, where syllable sounds were compared to visually presented letters. We used a generalized linear model approach to find the optimal weighting of each band for predicting ESM-defined categories and estimated the diagnostic ability by calculating the area under the receiver operating characteristic curve. Gamma activity increased more in eloquent than in non-eloquent areas, whereas alpha and beta power decreased more in eloquent areas. Diagnostic ability of each band was close to 0.7 for all bands but depended on multiple factors including the time period of the cognitive task, the location of the electrodes and the patient’s degree of attention to the stimulus. We show that diagnostic ability can be increased by 3–5% by combining gamma and alpha and by 7.5–11% when gamma and beta were combined. We then show how ECoG power modulation from cognitive testing can be used to map the probability of eloquence in individual patients and how this probability map can be used in clinical settings to optimize ESM planning. We conclude that the combination of gamma and beta power modulation during cognitive testing can contribute to the identification of eloquent areas prior to ESM in patients with refractory focal epilepsy. Anscombe, que despreza variantes, faz sugestões equivocadas para a datação dos manuscritos, suprime parágrafos, além de ter desfigurado a Parte II, ordenando equivocadamente esses parágrafos. Uma edição bem cuidadaé necessária à recuperação de suas chaves interpretativas, permitindo-nos um roteiro claro (...) de leitura. Desse modo, a Parte II logo se apresenta como um projeto de tratamento de proposições gramaticais sobre cores, ao que se segue o extenso e rico material da Parte III, a ser lido em conjunto com a Parte IV. Assim, em conjunto, essas partes preparam a bem elaborada Parte I, que sintetiza os principais problemas anteriores e, de modo claro, mostra as razões mais profundas para o fracasso da análise fenomenológica de Goethe e, por conseguinte, de toda fenomenologia que se pretenda uma ciência definitiva do conceito de cor ou que, em relação a outros temas, pretenda universalizar a "matemática" própria de um emprego específico. In Brazil, the CNPq (National Council for Scientific and Technological Development) provides grants, funds and fellowships to productive scientists to support their investigations. They are ranked and categorized into four hierarchical levels ranging from PQ 1A (the highest) to PQ 1D (the lowest). Few studies, however, report and analyse scientific productivity in different sub-fields of Biomedical Sciences (BS), e.g., Biochemistry, Pharmacology, Biophysics and Physiology. In fact, systematic comparisons of productivity among the PQ 1 categories within the above sub-fields are lacking (...) in the literature. Here, the scientific productivity of 323 investigators receiving PQ 1 fellowships (A to D levels) in these sub-fields of BS was investigated. The Scopus database was used to compile the total number of articles, citations, h-index values and authorship positions (first-, co- or last-listed author) in the most cited papers by researchers granted CNPq fellowships. We found that researchers from Pharmacology had the best performance for all of the parameters analysed, followed by those in Biochemistry. There was great variability in scientific productivity within the PQ 1A level in all of the sub-fields of BS, but not within the other levels (1B, 1C and 1D). Analysis of the most cited papers of PQ 1(A–D) researchers in Pharmacology revealed that the citations of researchers in the 1C and 1D levels were associated with publications with their senior supervisors, whereas those in the 1B level were less connected with their supervisors in comparison to those in 1A. Taken together, these findings suggest that the scientific performance of PQ 1A researchers in BS is not homogenous. In our opinion, parameters such as the most cited papers without the involvement of Ph.D. and/or post-doctoral supervisors should be used to make decisions regarding any given researcher’s fellowship award level. Russell's The Problems of Philosophy tries to establish a new theory of induction, at the same time that Hume is there accused of an irrational/ scepticism about induction". But a careful analysis of the theory of knowledge explicitly acknowledged by Hume reveals that, contrary to the standard interpretation in the XXth century, possibly influenced by Russell, Hume deals exclusively with causal inference (which he never classifies as "causal induction", although now we are entitled to do so), never with inductive inference (...) in general, mainly generalizations about sensible qualities of objects ( whether, e.g., "all crows are black" or not is not among Hume's concerns). Therefore our surprise to find Wittgenstein, already at the 1930s, in comments and lectures delivered on the foundations of mathematics, as well as in other writings, counseling a certain tolerance on what concerns the presence of contradictions in a mathematical system. ‘Contradiction. Why just this (...) spectre? This is really very suspicious.’ ( Philosophical Remarks III–56) In the last decades, several authors (e.g. Arrington, Hintikka, Van Heijenoort, Wright, Wrigley) have been digging into Wittgenstein’s rather non-standard standpoint on what concerns the interpretation and import of contradiction in logic and mathematics, and many other authors (e.g. da Costa, Goldstein, Granger, Marconi) have been investigating the possibility of taking Wittgenstein seriously as one of the early forerunners of paraconsistency. While many advances have been made on the first front, the second set of investigations has led almost exclusively to negative results: no, no operational proposal about the construction of a logic in which (some) contradictions are made inoffensive can be read from Wittgenstein’s philosophical work; in fact, it appears that the most one can find there is the exhortation for mathematicians to alter their attitude with respect to contradictions and to consistency proofs. The version given above is from Murray's Oxford text: the recent Budé text of Chapouthier concurs in accepting Kirchhoff's transposition. Other editors, such as Paley and Weil, have also given their approval to this proposed alteration, though Biehl regards it as superfluous. Most commentators are agreed, however, in considering that the choice must lie between the traditional line-order and Kirchhoff's transposition: few regard the papyrus line-order as either probable or even possible.

This paper presents the contributions of Alcindo Flores Cabral, professor of Chemistry at the Faculdade de Agronomia Eliseu Maciel, nowadays part of the Universidade Federal de Pelotas, to chemistry teaching. It is a contribution almost unknown to the Brazilian chemical community, although recognized as valuable by several renowned chemists abroad, like W. Hückel, G. Charlot, F. Strong, E. Fessenden and others. Cabral’s innovative helical representation is presented in connection not only with contemporary representations, but also an incursion is made into (...) the first helical systems proposed, those of Hinrichs and of Baumhauer. Some comments are made not only on Cabral’s Classificação Natural dos Elementos, published in 1946, but also about other texts he wrote for an efficient chemistry teaching. (shrink)

The COVID-19 pandemic has led to the widespread use of online hearings in arbitral proceedings, raising questions about the impact of such proceedings on the determination of facts underlying a dispute. This article explores the extent to which online hearings may hinder arbitrators’ ability to assess witness credibility by drawing upon the cognitive psychology literature on truthfulness determination and lie detection. A survey of the literature suggests that the ability to differentiate truthful from dishonest statements through verbal and nonverbal cues (...) is limited, leading to the notion that observing behaviors like fidgeting, gaze aversion, vocal pitch, or body posture is not particularly relevant in assessing the credibility of a witness. Instead, focusing on the content of what is reported appears to be the most relevant strategy to determine credibility. Therefore, research does not support the idea that face-to-face contact with witnesses is essential to determine the facts of a dispute. Still, the use of in-person hearings may, in practice, continue to be preferred due to underlying cultural assumptions regarding the nature of hearings, the facilitation of communication between parties, counsel, and the tribunal, and a general sense of _Zoom fatigue_. Information processing in neural systems can be described and analysed at multiple spatiotemporal scales. Generally, information at lower levels is more fine-grained but can be coarse-grained at higher levels. However, only information processed at specific scales of coarse-graining appears to be available for conscious awareness. We do not have direct experience of information available at the scale of individual neurons, which is noisy and highly stochastic. Neither do we have experience of more macro-scale interactions, such as interpersonal communications. Neurophysiological evidence (...) suggests that conscious experiences co-vary with information encoded in coarse-grained neural states such as the firing pattern of a population of neurons. In this article, we introduce a new informational theory of consciousness: Information Closure Theory of Consciousness (ICT). We hypothesise that conscious processes are processes which form non-trivial informational closure (NTIC) with respect to the environment at certain coarse-grained scales. This hypothesis implies that conscious experience is confined due to informational closure from conscious processing to other coarse-grained scales. ICT proposes new quantitative definitions of both conscious content and conscious level. With the parsimonious definitions and a hypothesise, ICT provides explanations and predictions of various phenomena associated with consciousness. The implications of ICT naturally reconcile issues in many existing theories of consciousness and provides explanations for many of our intuitions about consciousness. Most importantly, ICT demonstrates that information can be the common language between consciousness and physical reality. (shrink)

Este artigo interpreta a quarta conferência de uma série de seis pronunciadas por Foucault em Berkeley (Universidade da Califórnia) de outubro a novembro de 1983. A problemática da parrhesia retomada pelo filósofo francês do diálogo Laques, de Platão, suscita uma discussão sobre os sentidos de democracia, sistema político em baixa na Atenas do final do século V a.C. Articulando os discursos cômico e filosófico, evidenciam-se, ao mesmo tempo, a força e as lacunas do texto de Foucault. Se, por um lado, (...) o interesse foucaultiano pela verdade força um retorno ao “falar franco”, por outro, falta, nesta conferência, um olhar de conjunto mais amplo que dê conta da parrhesia como sintoma de uma falta e da decadência do espírito democrático ateniense nos termos propostos no Laques. An examination of verbal hallucinations and thought insertion as examples of "alienated self-consciousness.".

The chapter shows how the recognition of reflexivity of emotions is crucial for understanding the role of emotions in reasoning because it highlights the regulatory role of emotion in emotional experience. The chapter begins by showing that to attain a conception of rationality that incorporates feelings, emotions, and sentiments as parts of the reasoning processes requires capturing the emotional landscape in all its complexity, and that integrating the role of meta-emotions is a contribution in that direction. Then introducing the notion (...) of meta-emotions and showing how emotional reflexivity modifies the nature of our emotional world, it is shown how emotions also have a regulatory mechanism that can either be maladaptive or at the center of emotional health. In addition, because meta-emotions provide a test for the more general assumptions of theories of emotions, the chapter ends by showing how adopting a Situated Approach to Emotions is well-suited for explaining the refinement and complexity of emotion regulation. The final reflection of the chapter explains why adopting such theoretical frame of work makes it possible to use the term situation in a technical manner, which then reveals that emotions sometimes are described as causes while other times as reasons in connection to their regulative mechanisms. O objetivo deste artigo é discutir três problemas centrais na filosofia de David Hume. O primeiro é o do papel da associação de idéias: no Tratado há dois conceitos distintos dessa associação, falha corrigida na primeira Investigação, em que é eliminado o conceito de “associação costumeira” e não se atribui à associação qualquer papel na formação de inferências causais. O segundo diz respeito ao verdadeiro papel da indução. A filosofia humeana trata da descoberta dos poderes causais dos objetos, sem nunca (...) se ocupar de generalizações acerca de qualidades sensíveis. Hume descobriu o problema da “indução causal”, mas apenas como conseqüência de sua análise da inferência causal. O último de nossos problemas é o do exato conceito humeano daquele instinto que ele chama de “costume ou hábito”. O princípio de Hume mostra ser apenas uma sensibilidade à repetição de conjunções, sendo relevante apenas o elemento “repetição”, sem haver qualquer influência significativa da passagem do tempo, o que impede a interpretação desse princípio como “habituação” ou algo equivalente. A first central problem in Hume’s philosophy concerns the role of the association of ideas: there are in the Treatise two distinct concepts of this association, a negligence that was corrected in the first Enquiry, where the concept of “customary association” is eliminated and no role is assigned to association in the formation of causal beliefs. The second is about the real meaning of induction. Hume’s philosophy discusses the discovery of the causal powers of objects, setting aside any generalisation about sensible qualities. Hume did discover the problem of “causal induction”, but only as a consequence of his analysis of causal inference. The last of our three problems concerns the exact Humean concept of the instinct he calls “custom or habit”. It is noticeable that Hume´s principle is just sensitiveness to the repetition of conjunctions, with no meaningful influence of the passage of time, and this goes against any interpretation of this principle as “becoming accustomed” or anything of the kind. The perception involves a lot of enigmas, the unity between its content and form not always looking to be assured. Such enigmas are exemplified by the optical illusions, by Molyneux’s famous problem and also, as it interests us here, by the problem of the expression of colors in chromatic models, which express logical incompatibilities, but which refer to the territory of experience itself with colors and pigments. In this paper, we will distinguish two uses of Farbenoktaeder by Wittgenstein by registering (...) the difference, which we consider relevant, between ample incompatibility and restrict incompatibility among colors.
